Selectmen's Minutes 02/12/08
The weekly meeting of the Board of Selectmen was held on Tuesday evening, February 12, 2008 at 6:35 p.m.

Present: Theresa McNulty, Chairman; David L. Walsh, Clerk; Peter A. Hamilton
          George Samia, Town Administrator
          Karen Grabau, Adm. Assistant

M/Hamilton, s/Hamilton, a unanimous vote, move to Open Meeting at 6:35 p.m.

M/Hamilton, s/Hamilton, move to go into Executive Session for the purpose of contract negotiations and will return to Open Session at 7:30 p.m.
VOTE: Yes – McNulty, Walsh, Hamilton; a unanimous vote in favor

Meeting reconvened at 7:30 p.m. in Open Session.

APPOINTMENT
Board met with Treasurer/Collector, Marilyn Thompson for the purpose of signing her contract.
Board members expressed their appreciation for the work Mrs. Thompson has done in her Department. Mr. Samia noted that it was a pleasure working with Mrs. Thompson.

Board members and Mrs. Thompson signed the contract. It was noted that the contract was through December 31, 2009.

APPOINTMENT
State Representative, Allen McCarthy met with the Board to update them on the State’s budget process and projected state aid for the Town. Explained Governor’s Budget, Legislature working on their version of the budget; noted Governor’s budget increases Chapter 70 funding but cuts Lottery funding; hopes Legislature will vote to use funding from State’s Stabilization Fund to level fund lottery aid to towns.

Discussion was also held regarding unfunded mandates, reimbursement of SPED, school transportation, etc. to towns; GIC bill, health costs and plans available; possible closing of corporate tax loopholes; incentives for small business; cigarette tax increase.

Rep. McCarthy stated that he would keep the town informed as the budget process goes forward.

M/Walsh, s/Hamilton, a unanimous vote, move to approve the minutes of the February 4, 2008 meeting.

Board announced that they had posted and held a Special Selectmen’s Meeting on Friday evening for the purpose of discussing the article submitted by the School Committee for Central School reading program. A presentation was made by Principal Gina Williams regarding the reasons for the article. It was noted that the Board voted to reopen the STM warrant and approved placing the article on the warrant.

TOWN ADMINISTRATOR REPORT
        Will be posting a job description and an ad for the position of Veterans’ Agent shortly. It
was noted that Peter Spagone, Sr. last day as Veterans’ Agent was Friday. Mr. Samia received a verbal resignation from Mr. Spagone. It was noted that the town must have a fulltime Agent due to the population.

        Selectmen’s Meeting change to February 25 at 6:30 p.m. at Middle School
        Budget Public hearing for SE Vocational, February 26.

Mrs. McNulty expressed appreciation to Town Clerk, Marcia Weidenfeller and her staff and the poll workers for their work at the Primary last week.
